Scope and findings

The Trust made it clear from the start that they were determined to achieve four ambitious objectives:

  • Gain complete visibility of all medical locum agency bookings
  • Keep all rates within NHSI cap rates
  • Ensure all bookings are made centrally
  • Make significant savings for the trust

Managers knew success would rely on complete buy-in from all stakeholders within the Trust adhering to a new informed hard-line approach to working with agencies.

Provided full training to all system users involved in the pilot. Liaison was available to upload the shifts directly onto the system where users chose not to do so directly.

Education

Investment in face-to-face communication to ensure staff understood how TempRE could save the Trust money, as a result internalstakeholders were committed from the outset.

Technology and Support:

Infrastructure and support to centralise and manage bookings. Joining the Trust’s processes with Liaison Workforce’s technology to give greater governance on worker spend.

Improved Agency Management:

Liaison Workforce’s agency specialist ensured Trust secured agency agreement to a policy of agency sourced employment ‘within cap rate’ bookings only.

benchmarking data to achieve rates which
are regularly the lowest paid by any trust.

Achievements to date

June 2018: £464,577 savings over 18 months achieved as well as:

  • Hourly rates reduced: Staff Grade – 15%, ST3s – 11%
  • 100% agency sourced employment utilisation consistently achieved
  • £17,000 average monthly savings 85% shifts booked under NHSi rate cap
